The Francophone Mobility program is a unique initiative designed to attract French-speaking workers to Canada, outside of Quebec. This program allows Canadian employers to hire skilled francophone talent without the need for a Labour Market Impact Assessment (LMIA), provided that the position supports the use of French in the workplace and the broader community. The Francophone Mobility program plays a crucial role in promoting the growth of francophone communities across Canada and enriching the country’s linguistic and cultural diversity.

Understanding the Francophone Mobility Program

The Francophone Mobility program enables Canadian employers to hire foreign nationals who are proficient in French and who will work in a position where French is used regularly. This program is part of Canada’s broader strategy to strengthen its bilingual character and to support the development of francophone communities outside Quebec.

Eligibility Criteria for the Francophone Mobility Program

To qualify for the Francophone Mobility program, both the employer and the foreign worker must meet specific criteria:

  • Work Permit Eligibility: The foreign worker must meet the general eligibility requirements for a work permit in Canada. This includes having a valid job offer and meeting health and security requirements.
  • Geographic Scope: The applicant must live and work in one of the nine Canadian provinces or three territories outside Quebec, as the program is designed to support francophone communities across Canada, excluding Quebec.
  • French Language Proficiency: The worker must demonstrate intermediate proficiency in French, specifically in speaking and listening. This is equivalent to a level 5 or higher on the Niveaux de compétence linguistique canadiens (NCLC) scale.
  • Job Offer Requirements: The job offer must be for a position classified under any Training, Education, Experience, and Responsibilities (TEER) category of the National Occupational Classification (NOC) system. However, offers for jobs in primary agriculture occupations under TEER 4 and 5 are not eligible for this program.
