Ontario Eases Immigration Rules for Physicians

Ontario has recently introduced significant changes to its immigration pathways, making it more accessible for physicians aiming to establish their practice in the province. These updates are particularly beneficial for self-employed doctors, offering streamlined processes to obtain permanent residency.

Key Changes for Physicians: No Job Offer Required!

Traditionally, the Employer Job Offer: Foreign Worker stream mandated applicants to have a job offer from an Ontario employer. However, as of January 27, 2025, physicians can qualify for this stream without a job offer if they meet specific criteria:

  • Professional Registration: Applicants must be registered and in good standing with the College of Physicians and Surgeons of Ontario under one of the following certificate categories permitting patient care:
    • Independent practice
    • Academic practice
    • Postgraduate education
  • Eligibility for Public Health Payments: Physicians must be eligible to receive payment for publicly funded health services in accordance with the Health Insurance Act, 1990.

These changes aim to attract and retain more self-employed physicians, thereby strengthening Ontario's healthcare system.

Steps to Apply:

  1. Expression of Interest (EOI): Physicians interested in the Employer Job Offer: Foreign Worker stream must first register an EOI with the Ontario Immigrant Nominee Program (OINP).
  2. Invitation to Apply: Upon receiving an invitation, applicants have 14 calendar days to submit their application through the OINP e-Filing Portal.
  3. Submission of Application: Complete the application process by providing all necessary documentation, including proof of registration with the College of Physicians and Surgeons of Ontario and evidence of eligibility for publicly funded health services.

These developments reflect Ontario's commitment to addressing healthcare needs by facilitating the immigration process for qualified physicians. By removing traditional barriers, the province aims to attract top medical talent to serve its diverse population.
